From ideas to a plan

You now have the ingredients: quality standards, policy knowledge, tactics, outreach skills, measurement and competitor insights. This lesson assembles them into a realistic 90-day plan for a client — the kind of plan an agency can sell, deliver and report on.

Step 1: Define goals and target pages

  • Business goal: for example, increase qualified leads from organic search for "SEO services for e-commerce" in the UAE and UK.
  • Target pages: the service page, two supporting guides, and one linkable asset to build.
  • Baseline: referring domains, target-page Search Console data, referral traffic, branded impressions.

Step 2: Audit the starting point

  • Current link profile health (any legacy manipulative links? manual actions?).
  • Lost links to reclaim (404s with links).
  • Unlinked mentions to convert.
  • Existing assets with link potential.
  • Relationships and partnerships already in place.

Step 3: Choose a tactic mix

Balance quick wins with compounding work:

HorizonTacticsWhy
Weeks 1–3Link reclamation, unlinked mentions, partner listingsFast, low effort, uses existing equity
Weeks 2–8Linkable asset creation (e.g. data study or tool); expert commentary programmeCompounding value; builds PR capability
Weeks 4–12Asset outreach, resource pages, broken-link building, podcast guestingScale earned links from the asset
OngoingRelationship building, internal linking from assets to commercial pagesMakes links count

Step 4: Resource and capacity plan

Estimate time honestly. Illustrative weekly capacity for one link specialist: prospecting and qualifying, outreach and follow-up, relationship touches, reporting. Asset creation needs research, writing, design and development time. If the capacity is not there, reduce scope rather than cut quality.

Step 5: The plan document

90-day link plan — [Client]
Goal: [business goal]; Target pages: [URLs]
Baseline (date): referring domains [n]; target-page clicks [n]; referral sessions [n]
Standards: link quality checklist v2; no paid followed links; disclosure rules apply

Month 1
 - Reclaim links to 404s (redirect map) — owner: tech SEO
 - Convert unlinked mentions from last 12 months — owner: outreach
 - Partner and association listings audit — owner: account manager
 - Asset: plan and field survey (methodology agreed) — owner: research
 - Expert bios live; journalist request monitoring set up — owner: PR
Month 2
 - Publish asset; internal links to service pages
 - Journalist and blogger outreach (segment templates, personalised)
 - Resource page and broken-link prospect lists (qualified)
Month 3
 - Continued outreach and follow-ups; podcast pitches (5 shows)
 - Refresh top guide; pitch to resource pages
 - Quarter review: outputs, quality, outcomes; plan next quarter

Reporting: monthly (template), quarterly review
Risks: asset delays; low reply rates → adjust angle/segments

Step 6: Set expectations

Explain to the client:

  • Link building compounds; the first month often produces fewer links than later months.
  • Outcomes in search lag behind link acquisition and depend on many factors.
  • Some coverage will be nofollow or unlinked — still valuable for brand and traffic.
  • You will not buy links or use networks, and why that protects them.

Step 7: Review and adapt

At the end of each month, compare tactics by cost per relevant referring domain and by outcome contribution. Shift effort towards what works in that niche. Keep a "learnings" log — the most valuable internal asset an agency builds over time.

Adapting for small budgets

For a small local business with a few hours a month: focus on reclamation, local partnerships, community sponsorships (sponsored links), local media stories, and one useful local resource. For enterprise clients: dedicated research assets, a PR programme, and multi-market outreach teams with local-language pitching (Arabic, Urdu, English).

2026 additions to the plan

Add three workstreams that reflect how search now works:

WorkstreamWhat to doMeasure
Entity and mentions hygieneCorrect outdated facts in top-cited sources; consistent Organization data and profilesCorrections made; prompt-panel accuracy
Digital PR rhythmOne data-led campaign per quarter plus weekly reactive commentaryCoverage, relevant domains, message pull-through
AI-assisted operationsTriage and drafting pipelines with human QA and weekly samplingHours saved; agreement rate; reply rate unchanged or better

A KPI table the client signs off

KPI Baseline Q target (directional) Source
New relevant referring domains — set from capacity Tool (one, fixed)
Editorial in-content share — ≥ current Manual review
Target-page clicks vs controls — outperform controls Search Console
Referral sessions → conversions — trend up GA4
Branded query impressions — trend up Search Console
AI visibility (panel + GenAI report) — qualitative Panel, Search Console

Agreeing directional targets rather than guaranteed link counts protects quality: nobody is tempted to hit a number with links you would not show a Google reviewer.

Next steps beyond this course

For AI answer visibility end to end, continue with AI Search Optimization (ai-search-optimization-geo); for crawlability, internal linking and site architecture that make earned links count, see Technical SEO Mastery (technical-seo-mastery); and if your plan includes large page systems, read Programmatic SEO and AI Content at Scale (programmatic-seo-and-ai-content-at-scale) before publishing at volume.

Common mistakes

  • Plans that list tactics without owners, capacity or dates.
  • Promising a fixed number of high-authority links per month (it incentivises low quality).
  • Forgetting internal links from earned-link assets to commercial pages.

Key takeaways

  • Start with business goals, target pages and a baseline.
  • Balance quick wins (reclamation, mentions, partners) with compounding assets and relationships.
  • Plan capacity honestly and assign owners and dates to every activity.
  • Set expectations: links compound, outcomes lag, no paid links; review and adapt monthly.

Check your understanding

Quick questions to lock in the lesson. They don’t count towards your certificate.

  1. Which activities are typical quick wins early in a link plan?
  2. Why avoid promising a fixed number of high-authority links per month?

Put it into practice
