Use a simple impact × effort view:

  1. Fix violations and risks first — keyword-stuffed names, ineligible addresses, duplicates (risk of suspension or confusion).
  2. Quick wins — categories, hours, services, photos, website link and UTMs, citation fixes on Tier 1 platforms.
