# Creator programs, brand deals and disclosure by country

## How short-form creators actually earn

Short-form video can earn money in five ways: platform revenue sharing, fan funding, brand deals, affiliate and shopping commissions, and your own products or services. For most short-form creators, **brand deals and UGC work are the biggest and most reliable income**, while platform payouts depend heavily on your country and eligibility. This lesson shows what is available where and how to structure brand deals professionally.

## Platform programs: check your country first

Availability changes often and differs by country. Always check the official help center before planning around a program.

**TikTok Creator Rewards Program.** TikTok's Creator Academy lists requirements including being at least 18, having at least 10,000 followers and at least 100,000 video views in the last 30 days, and a personal (not business) account in good standing. Rewards are paid for original videos that are at least one minute long. TikTok's published list of eligible markets includes the US, UK, Germany, France, Japan, South Korea and Brazil. **At our last review it was not listed for Pakistan, the UAE or Saudi Arabia.** TikTok also offers LIVE gifts, subscriptions and TikTok Shop affiliate features in some markets; TikTok Shop was not open in Pakistan, the UAE or Saudi Arabia at our last review.

**YouTube Partner Program (YPP) and Shorts.** YPP is available in many countries, including Pakistan, the UAE and Saudi Arabia. Current thresholds:

For Shorts, YouTube pools ad revenue from the Shorts feed and pays monetizing creators 45 percent of their allocated share, based on engaged views. In August 2026 YouTube announced that from **February 1, 2027**, new channels will need **8,000 watch hours or 20 million Shorts views in 90 days** (plus 1,000 subscribers) to join the ad revenue tier; existing members keep their status after accepting updated terms. Check the YouTube Help Center for current details, including any Shorts-specific thresholds.

**Instagram.** Instagram has offered monetization features such as gifts, subscriptions and invite-only bonuses in selected countries. Check **Professional dashboard → Monetization status** to see what is available to your account.

## Brand deals: what you are actually selling

Brands pay for up to four things. Price them separately:

1. **Creation** – making the video.
2. **Distribution** – posting it to your audience.
3. **Usage rights** – the brand reusing it (organic reposts, website, paid ads), for how long and where.
4. **Creator-licensed ads** – the brand running ads through your handle using a **TikTok Spark Ads authorization code** or an **Instagram partnership ad code**, usually with a monthly fee.

## Disclosure by country (summary)

- **US:** the FTC's Endorsement Guides require clear disclosure of payments, free products and other connections, in the video itself; the FTC's 2024 rule bans fake reviews and testimonials and buying fake followers or views.
- **UK:** label ads clearly and upfront ("Ad") under ASA/CAP rules; disclose gifts; the CMA can now fine directly under the DMCC Act 2024.
- **UAE:** since February 1, 2026, promotional content on social media from the UAE requires a Media Council **advertiser permit**.
- **Saudi Arabia:** advertising influencers need a **Mawthooq** license from the General Authority for Media Regulation (formerly GCAM).
- **Pakistan:** the Competition Commission of Pakistan treats undisclosed or misleading endorsements as deceptive marketing; disclose clearly.

## Worked example (illustrative)

A Karachi food creator with 60,000 TikTok followers cannot join the Creator Rewards Program from Pakistan, so she focuses on YouTube Shorts (where YPP is available) and brand deals. Her rate sheet prices a TikTok, a Reel and a Short separately, with paid usage and Spark Ads codes as add-ons. A delivery app books a 3-video package with 30 days of Spark Ads for PKR payment, 50 percent upfront. She confirms disclosure, claims and usage in a short email before filming and gets paid on time.

### Creator programs and brand deals

A creator in London and a creator in Lahore post the same kind of video, with the same views. One gets a monthly payout from TikTok. The other gets nothing from TikTok at all. Is that unfair? It's just how platform programs work: they're country by country. In this lesson, you'll learn how short-form creators actually earn, which platform programs exist and where, what brand deals really buy, how to build a rate sheet, and how disclosure rules differ across the US, the UK, the UAE, Saudi Arabia and Pakistan.

### Five income streams

First, the big picture. Short-form creators can earn in five ways: platform revenue sharing, fan funding, brand deals, affiliate and shopping commissions, and their own products or services. Here's the key idea. For most short-form creators, brand deals and UGC work are the biggest and most reliable income. Platform payouts are a bonus, and they depend heavily on your country and eligibility. So never plan your income around a program until you've checked the official help center for your country.

### TikTok Creator Rewards

Let's look at TikTok. The Creator Rewards Program pays for original videos that are at least one minute long. TikTok's Creator Academy lists requirements including being at least eighteen, having at least ten thousand followers and a hundred thousand video views in the last thirty days, and a personal account in good standing. Business accounts don't qualify. The published list of eligible markets includes the US, UK, Germany, France, Japan, South Korea and Brazil. At our last review, it wasn't listed for Pakistan, the UAE or Saudi Arabia. TikTok also offers LIVE gifts, subscriptions and TikTok Shop affiliate features in some markets, but TikTok Shop wasn't open in those three countries either.

### YouTube Partner Program

Now YouTube, which is available in many more countries, including Pakistan, the UAE and Saudi Arabia. There are two tiers. The expanded tier, in many countries, needs five hundred subscribers, three public uploads in the last ninety days, and either three thousand public watch hours in twelve months or three million public Shorts views in ninety days. It unlocks fan funding like memberships and Super Thanks, and shopping features where available. The ad revenue tier needs one thousand subscribers and either four thousand watch hours in twelve months or ten million Shorts views in ninety days. For Shorts, YouTube pools ad revenue from the Shorts feed and pays creators forty-five percent of their allocated share, based on engaged views.

### Changes and Instagram

And a big change to know about. In August 2026, YouTube announced that from February first, 2027, new channels will need double the watch hours or Shorts views to join the ad revenue tier: eight thousand watch hours, or twenty million Shorts views in ninety days, still with one thousand subscribers. Existing members keep their status once they accept the updated terms. So if you're growing a channel now, it's worth knowing the bar is rising. As for Instagram, it has offered monetization features like gifts, subscriptions and invite-only bonuses in selected countries. Check your professional dashboard, under monetization status, to see what's available to you.

### What brands buy

Now brand deals, and here's an analogy. Think of a brand deal like renting out a billboard you own. The brand pays for the poster design, which is creation. For the spot on your street, which is distribution to your audience. For permission to also put that poster in their shop window and newspaper ads, which is usage rights. And, increasingly, for the right to hang it under your name in other places, which is creator-licensed ads through a TikTok Spark Ads authorization code or an Instagram partnership ad code. Four things, four prices. When you price them separately, negotiations become clear.

### Example 1: delivery app

A simple example. A delivery app asks a creator for one TikTok and says they'd like to boost it for sixty days. The creator's rate sheet shows a TikTok video with one revision at one price, and Spark Ads codes at a separate price per thirty days. So the quote is the video, plus two months of Spark Ads access. The brand understands exactly what they're paying for. And on day sixty, the ads stop, unless the brand renews.

### Example 2: Karachi food creator

Now a realistic scenario, illustrative. Zara is a food creator in Karachi with sixty thousand TikTok followers. She can't join the Creator Rewards Program from Pakistan, so she focuses on two things. YouTube Shorts, where the Partner Program is available, and brand deals. Her rate sheet prices a TikTok, a Reel and a Short separately, with paid usage and Spark Ads codes as add-ons. A delivery app books a three-video package with thirty days of Spark Ads, paid in rupees, fifty percent upfront. Before filming, she confirms disclosure, claims and usage in a short email. She gets paid on time, and the app renews for Ramadan.

### Disclosure by market

Now disclosure, market by market. In the US, the FTC's Endorsement Guides require clear disclosure of payments, free products and other connections, in the video itself, and the FTC's 2024 rule bans fake reviews and buying fake followers or views. In the UK, label ads clearly and upfront, disclose gifts, and remember the CMA can now fine directly under the DMCC Act. In the UAE, since February first, 2026, promotional content from the UAE needs a Media Council advertiser permit. In Saudi Arabia, you need a Mawthooq license from the General Authority for Media Regulation. And in Pakistan, the Competition Commission treats undisclosed or misleading endorsements as deceptive marketing. Everywhere: platform label plus clear words.

### Mistakes + recap
